This is an example, which we are living, and I sometime become hopeless, and hence I am sharing the same, looking for suggestions.
This is the story of my brother. Who scored 54.75% in Master in Arts (English) from Ravenshaw College, Cuttack, Odisha in 2002 in the 2nd attempt. In his first attempt in 1996 he had scored 53.67%, improving a small by decisive margin of 1.08%. This is one of the premier college in Odisha. After graduating, he joined as Lecturer in English in a local college. He repeated the MA English exam three times, to improve the marks, but it still did not improve! This is called hard luck. I found it hard to believe but I had to take it in the stride of life. He hanged on to the that job for last about 15 years, hoping someday Odisha Higher Education Department will consider this mark as rounded up 55%, and he would be eligible for grant-in-aid. I requested him to change his job, and take up something else but there are some people want to live life with his own choice and dignity. And he is not a street smart, and hence even if he goes to other fields, he may not able to manage the kind of things that are going on in society. Hence, we let him continue on his job.

On 01-Mar-2013, after almost 15 years! Odisha Higher Education Department has issued a letter, stating that they will form a committee to fix this anomaly along with few others, and provide a solution, as shown in the letter below.

Then on 30-May-2013, the committee met and made recommendation to round up the marks, as shown in the letter below, and fix this anomaly. The letter said, as the next steps, this decision will be forwarded to other departments and grant-in-aid will be approved.

But it never happened! In situation of despair, he filed a petition in H'ble High Court of Odisha (WPC 11590/2012), and once that was filed, there was another letter on 02-Sep-2013, that was circulated within Odisha Higher Education Department, requesting to action on that as soon as possible. The following letter shows the same.

We are still waiting on the any action on the same in Odisha Department of Higher Education. I do not know, who to approach to find out when the letter will be approved by CM of Odisha, then it would be circulated to College.
Meanwhile, the lawyer asked my brother to get a letter signed from principal of the college, stating that he has been appointed as Lecturer, but the principal has refused to do so. Then, what I heard, gave me a shock. The principal said, we are not keeping any below percentage people to be kept in the college, and hence we have to fire you from the post! I do not have any words to express what I felt.
If you have any suggestions which can help to move this case forward and get a closer on this, I would really appreciate from bottom of my heart.
